
Marilyn Garcia
Marilyn Garcia is an environmental scientist, educator, and writer with a Master of Science in Environmental Studies from Johns Hopkins University in Baltimore and a Bachelor of Science in Secondary Science Education from the University of Maryland, College Park. She has previously owned and managed Garcia Innovative Consulting, a small business providing services to US Army Installation Management Command and the Army Environmental Center. She has also managed research laboratories at the Johns Hopkins Oncology Center in Baltimore, worked as a field biologist for the U.S. Fish and Wildlife Service, Annapolis Field Office, conducted studies and analysis of human health and ecological risk assessments with ICF Kaiser Engineers, and taught undergraduate biology at Harford Community College in Bel Air, MD.
Outside of her professional responsibilities, Ms. Garcia is an active volunteer in her community, giving her time and expertise to tutoring and mentoring organizations and acting as an advisory board member. She is passionate about reading, literacy, and the power of storytelling. She writes fiction, nonfiction, and poetry for young people, bringing her knowledge and love of the natural world to the page.

Brian Moyer
Brian Moyer is an environmental professional with a Master of Science in Environmental Science & Policy from Johns Hopkins University in Baltimore. He has a Bachelor of Science in Biology from Towson State University, Maryland. He has previously been a managing partner for Garcia Innovative Consulting, a small business providing services to US Army Installation Management Command and the Army Environmental Command. He has led Environmental Enterprise Development efforts in Army Headquarters since 2009 that led to the implementation of the first ever system of record Army-wide; Web Compliance Assessment and Sustainment System – Enterprise (WEBCASS-E). He served for the Army as the Environmental Quality Chief of the Army Staff (G-9) from 2013-2024. In this role, he Supervised over 10 subject matter experts in environmental compliance & conservation to preserve Army mission requirements. Mr. Moyer is also a trained Avian Knowledge Network biologist with decades of experience in bird census and data management techniques. He has participated annually in bird counting activities including in local, seasonal, and professional settings.

- Past President of the National Association of Environmental Professionals 2002
- Active member of several Maryland Ornithological Society Chapters over 40
years, including Harford, Cecil, and Howard counties. - Participated in Annual Bird Counts supporting National Audubon Society and
others, including Mid-Winter, Christmas, Breeding Bird, Spring, and Fall - Led Birding Field Trips for the public
- Led first wildlife bioassay program for depleted uranium at Aberdeen Proving
Ground in 1993 - Led and moderated several Sustainability Workshops in Germany 2005
- Led Sustainable Living sessions in Lancaster, PA in 2000
- Former Certified Environmental Professional by American Board Certified
Environmental Professionals - Participated in Department of Interior waterfowl surveys at Aberdeen Proving
Ground 2003 - Led Aberdeen Proving Ground’s Volunteers for the Improvement of Natural &

Outside of his professional responsibilities, Mr. Moyer is an active volunteer in the community, giving time and expertise to natural resource-based organizations including the Howard County Bird Club. Mr. Moyer is passionate about outdoor recreation, birding, gardening, and sports.
